How to Claim Your Columbia Water & Light HVAC Rebate

Up to $1,200 on a qualifying replacement β€” and five requirements that decide whether you actually collect it.

You claim it in five steps: confirm you're a City of Columbia Utilities electric customer, install qualifying replacement equipment rated at least 15.2 SEER2 in the AHRI Directory, have the mechanical permit pulled, assemble a packet with the paid receipt, the AHRI confirmation and the final mechanical permit, then submit it within six months of installation. Funding is first-come, first-served.

Columbia is a municipal utility town, which is why the money here comes from the city rather than an investor-owned utility β€” and why most homeowners underestimate it. Full program detail lives on our Columbia HVAC rebates page; this is the walkthrough.

What does the rebate actually pay?

Qualifying replacementRebate
A/C or heat pump, SEER2 15.2–18.1$800
A/C or heat pump, SEER2 18.2 and above$1,200
Geothermal, under 5 tons$1,200
Efficient Electrification β€” switching off gas or propane to a qualifying heat pump$1,200
City of Columbia Water & Light residential rebates. Replacement only; the program states it does not apply to new construction residences.

Step 1: Are you a City of Columbia Utilities electric customer?

This is the gate, and it is about the electric account β€” not the mailing address, not the school district, not whether you think of yourself as living "in town." The program requires that you be a City of Columbia Utilities electric customer.

So check the utility name printed on your electric bill. Most homes in established city neighborhoods β€” Historic Old Southwest, Vanderveen Crossing, Parkade, Benton-Stephens β€” are city customers. But service territories don't follow a tidy line, so if you're not certain, call and ask before you plan around the money. If your bill says Boone Electric Cooperative, you're on a different program entirely, with $750 per ton for geothermal and $300 for dual fuel.

Step 2: Is it a replacement, not new construction?

The program language is explicit: "This rebate does not apply to new construction residences." It also does not pay for repairs. Building a new house in Columbia? The HVAC rebate above isn't available to you β€” though the Efficient Electrification program does list separate new-construction amounts, so ask the city directly about those.

Step 3: Does the equipment meet 15.2 SEER2 β€” per the AHRI Directory?

The minimum is 15.2 SEER2, and the rating that counts is the one in the AHRI Directory listing β€” not the number on the outdoor unit's box. That distinction matters more than it sounds, because an air conditioner's rating depends on the matched combination of outdoor unit, indoor coil and air handler. The same condenser can land above or below 15.2 SEER2 depending on what it's paired with indoors.

Ask your contractor for the AHRI reference number for the exact combination being installed before the job starts. That one question protects the whole rebate. It's a routine part of every A/C installation, heat pump installation and geothermal project we quote.

We Handle the Rebate Paperwork

Permit pulled, AHRI documentation gathered, application filed inside the six-month window. Skip any one of them and the rebate is gone.

Step 4: Who pulls the mechanical permit?

The rebate packet requires the final mechanical permit. The city's own guidance notes that "these permits are usually obtained by the contractor."

Read that carefully, because it's the single most common way a Columbia homeowner loses this money: the install goes fine, nobody pulls a permit, and six months later there's no final permit to attach. Ask, in writing, before the work starts β€” who is pulling the mechanical permit, and when will the final be issued? More on how permitting works here is on our Columbia HVAC permits page.

Step 5: What goes in the packet, and when is it due?

  • The completed rebate application form.
  • The paid receipt listing model numbers for the equipment installed.
  • AHRI confirmation of the rated efficiency for that matched system.
  • The final mechanical permit.

Everything is due within six months of installation. If you submit an incomplete application, there's a 30-day window to supply what's missing. And because rebates are first-come, first-served against annual program funding, there's no upside to sitting on the paperwork β€” file it as soon as the final permit is issued. The utility may also decline oversized equipment and may inspect the installation, which is one more argument for a real load calculation rather than a same-size swap.

What if you're replacing an existing heat pump or electric furnace?

Then the Efficient Electrification rebate isn't for you. It's a fuel-switching incentive: the program states that if the system being replaced already contained a heat pump or an electric furnace, no rebate is available under it. You may still qualify under the standard SEER2 tiers above. This matters in Columbia, where 43.4% of occupied homes already heat with electricity and 53.9% with natural gas β€” it's the gas and propane half that the $1,200 electrification rebate is aimed at.

⚠️ Don't count on a federal credit in 2026

The federal 25C and 25D tax credits both ended for property placed in service after December 31, 2025, under Public Law 119-21. Contractor sites still advertise them. Utility rebates are what's left β€” here's what changed.

Who do you call?

For the rebate itself: Columbia Water & Light, Efficiency@CoMo.gov or 573-441-5528. For permit questions: Building & Site Development, 573-874-7474. For the equipment, the AHRI paperwork, the permit and the application, call us at (573) 204-6161 β€” it's the same conversation whether you're replacing a furnace in town or a system out in Harrisburg, where the co-op rules apply instead.

Frequently asked questions

Who is eligible for the Columbia Water and Light HVAC rebate?

You must be a City of Columbia Utilities electric customer. The program is funded by the municipal utility, so the electric account on the home is what determines eligibility, not the mailing address or the school district. Check the utility name printed on your electric bill.

What is the minimum efficiency for the Columbia HVAC rebate?

The minimum is 15.2 SEER2, and the rating is determined by the AHRI Directory listing for your specific indoor and outdoor combination. Equipment rated SEER2 15.2 to 18.1 earns $800 and SEER2 18.2 or higher earns $1,200.

Does the rebate apply to a new house?

No. The program states that this rebate does not apply to new construction residences. It is a replacement incentive, and it does not pay for repairs either.

How long do I have to submit the rebate application?

The application and receipts are due within six months of installation. If an application is submitted incomplete, there is a 30-day window to supply what is missing. Rebates are also first-come, first-served subject to annual program funding, so there is no advantage to waiting.

Who pulls the mechanical permit for the rebate?

The city's own guidance notes that these permits are usually obtained by the contractor. The final mechanical permit is one of the required documents in the rebate packet, so if nobody pulls a permit for your installation, there is no rebate to claim.

Can I get the Efficient Electrification rebate if I already have a heat pump?

No. Efficient Electrification is a fuel-switching incentive for homes moving off gas or propane. If the system being replaced already contained a heat pump or an electric furnace, no rebate is available under that program.

Who do I contact at the city about the rebate?

Columbia Water and Light's energy efficiency team can be reached at Efficiency@CoMo.gov or 573-441-5528. For permit questions, Columbia Building and Site Development is at 573-874-7474.
